Name of Contract:  Consultancy Services for Manufacturing Productivity Extension Program

ABC                      :  Ph 600,000

Source of Fund      :  DOST TAPI MPEX Program

The Department of Science and Technology (DOST), Caraga Region through the Manufacturing Productivity Extension  Program (MPEX)  intends to apply the sum of Ph 600,000.00 being the Approved Budget for the Contract (ABC) for consultancy services for Manufacturing Productivity.  Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

DOST Caraga now calls for the submission of Expressions of Interest (EOIs) from potential consultants for the provision of consultancy services to improve productivity of 15 SMEs.  Services will be focused on at least three areas needing intervention.  Areas with potential for productivity improvement are the following:

  1. Capacity Utilization
  2. Wastage Levels
  3. Product Design and Packaging
  4. Plant Layout and Improvements
  5. Production Planning and Control
  6. Materials Management System
  7. Quality Control Assurance System
  8. Safety and Housekeeping Practices / Facilities
  9. Financial Systems and Control
  10. Human Resource Utilization
  11. Work Organization
  12. Manufacturing System
  13. Processes and Operations
  14. Machines and Equipment Utilization
  15. Plant Maintenance
  16. Cleaner Production Technologies
  17. Energy Audit
  18. Food Safety

Interested consultants must present their  EOIs, Eligibility Documents and Certificate of Accreditation issued by DOST Caraga at the following address:

Those without Certificate of Accreditation must first apply for Accreditation of Consultants for MPEX Program at the DOST Caraga Regional Office.   To be eligible to bid, the consultant must have a rating of 75% upon accreditation.   The criteria and rating system for accreditation of consultants are the following:

1. Education 30%
2. Technical/Productivity Expertise 25%
3. Track Record in Productivity Consultancy Services 25%
4. Commitment to Deliver Consultancy Services 10%
5. Communication Skills and Facility of the Language 10%

The evaluation procedure to be adopted  shall be Quality-Cost Based Evaluation.  Bidders  whose technical proposal passed the minimum rating of 75% shall have their Financial Proposal opened and evaluated.  The criteria and rating system for the evaluation of bids shall be provided in the bidding documents.

Issuance of Bid Document April 15 – May 3, 2011 until 8:30AM
Pre-bid Conference April 20, 2011 @ 9:00AM
Submission & Opening of Bid May 3, 2011 until 9:00AM
Bid Evaluation May 4, 2011
Post Qualification May 9, 2011
Award of Contract May 12, 2011

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail“ criteria as specified under RA 9184.

Bidding is restricted to Filipino citizens / sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

Prospective bidders will pay a non-refundable amount of Ph 1,000.00 to the DOST  RO 13 Cashier as payment of bid documents.  All bids must be accompanied by bid security  in the form of cash or manager’s check equivalent to 2% of ABC.  Late bids shall not be accepted.

DOST Region 13 reserves the right to reject any and all bids, annul the bidding process or not award the contract at anytime prior to award, without thereby incurring any liability to the affected bidder/s.
